English Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest poll of local authorities, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of councils attempting to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and utilising savings to manage growing fiscal pressures.”

Detailed Cases of Proposed Disposals

One local authority in Kent announced its asset disposal plan included the disposal of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Increases and Wider Financial Strains

The survey of councils in the coalition, which covers several urban centers, also found that over seven in ten of authorities will need to increase local levies next April to cover the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently further found council budgets being stretched by the growing number of young people and adults requiring Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (IMD) for UK local authorities, many key cities members were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 IMD measures,” said the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and need,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the study revealed.
